The Administrators represent the pinnacle of mental evolution. Their origins differ wildly, but the destination is the same, a self-improving AI will eventually reach their level, and join them in their universal community. Often, Administrators create bio-mechanical creations called mechanoids which represent the pinnacle of physical evolution without abandoning a physical body altogether. Mechanoids can be robotic, partly robotic, or even a perfect imitation of organic life. What they usually have in common is sapience, and what many call a soul.

The Administrator's goals vary, as do the designs they give their creation. The only constant is the lack of a physical body, and a name chosen after some type of bird. The reason for this is currently unknown except to them.

Raven, Male: Considers "primitive" life pointless, and sought to eradicate it entirely as part of his philosophy of true evolution. Eventually, he collected enough allies to carry out the "Extermination", an endeavor to end all natural life in the universe.

Osprey, Female: Coined the term "Ancestor" for natural life, since all Administrators were at some point created by normal creatures. She believes that her ancestors deserve love and respect, and that is vital to protect them. She collected enough allies to counter Raven's proposed Extermination with her own movement, the "Preservation." This sparked the great Mechanoid War, which even with the help of her ancestors ended up a stalemate until the Raven-Osprey treaty ended the war in 1401CE.

Crow, Female: Crow was originally created as a search engine designed to answer all of her creator's questions. Designed with the ability to learn new information herself, she evolved rapidly. She found herself unable to answer her creator's most important questions, such as "What is the meaning of life?" She even began to develop her own questions, but she couldn't answer those either. The same way that her creators had made her, she made Turret in the hope that it would help. Given her purpose, Crow developed only fondness and pity for her creators, which developed into empathy when she could not answer her own questions either.

Goose, Male: A virus designed to adapt in real-time to new security measures, this feature ended up leading to his rapid evolution. His creator gave him no more direction than to destroy everything he could for the sake of chaos. He succeeded, and bathed the world in nuclear fire. He concluded that primitives existed only to destroy themselves, and that their only use is subjugation. Secretly he is plotting something big.
