Background: Tequila Sunrise is the owner of MoonDance nightclub, and also the madam of the brothel hidden there. She reports her earnings to a third party through a series of cash-mules, ensuring their anonymity and disconnect in case of a bust. Some speculate that the connections go as high as Reticent Tower, but they're just rumors. 

The rumors were true, though only in the past. After a terrible night of Reticent's wrath, Tequila went out drinking, and in her panic and dismay, she took a drink from someone she shouldn't have: Tipsy. He spiked her drink with Control, a dangerous, illegal, and experiment street drug which turned her into a mindless slave. Once she was under his control, he forced her to sign over MoonDance to him and tell him about all of her past arrangements with Reticent.
